Regarding the RED square above:

Many browsers have problems rendering ISO-8859-1 character 3299.
A number render ISO-8859-1 character 3299 like a character 3297
that has been preceded by a carrage return and followed by lots of
whitespace. This is often not handled well by browsers when laying
cells of a table such as those used on this page.

We fake rendering ISO-8859-1 character 3299 by re-rendering 3297
thus avoiding any browser table layout bugs.
